| The ref is entitled to stop the clock after 30 seconds I think. So it's irrelevant how long a kicker takes really.

| The rules state your allowed 60 seconds from the scoring of the try after which you stop the clock. It is the refs job to enforce this.

My understanding is that, to score a goal, the ball has to be kicked (inter alia) and "kick" is defined as imparting motion with any part of the leg from knee to toe inclusive, except the heel.
If any referee would like to disagree with that - well, it's not uncommon that I disagree with referees.
