Zero individual consistency from game to game. There are aspects to refereeing that are open to interpretation. This is not one of them. There is no excuse for inconsistency on this issue from ref to ref, never mind from game to game by the same ref. A very simple issue for the powers that be to fix, yet it appears to be beyond them.
